A finished water tank can look correct and still tell a project team very little about how reliably it was produced. Quality is not created by a final inspection alone. It is created by the decisions, controls, responsibilities and records that guide the project from specification through manufacture, installation and handover.
That distinction matters on engineered water storage projects. A tank may contain thousands of individual components and interfaces, and its performance depends on much more than the appearance of the completed structure. Approved design information, correct materials, controlled manufacturing, competent people, inspection criteria, non-conformance management and documented release all contribute to the final outcome.

The easiest time to prevent a quality problem is before it is manufactured or installed. Once a non-conforming component reaches site, the consequences can include rework, replacement freight, programme delays, additional labour, altered interfaces and uncertainty about whether related work has also been affected.
A mature quality approach therefore starts by defining what ‘correct’ means before production begins. The project specification, approved drawings, material requirements, tolerances, inspection requirements, responsibilities and acceptance criteria should be clear enough that the manufacturing and installation teams can work to the same controlled information.
Final inspection still matters, but it is one verification step in a much larger chain. If quality is left until the end, the project team is relying on detection. If quality is planned from the beginning, the project is also using prevention.
Quality Assurance is primarily process-focused. It asks whether the organisation has defined, controlled and repeatable methods for producing the required result. Examples include document control, approved procedures, competence requirements, supplier controls, inspection planning, calibration systems, corrective-action processes and internal audits.
Quality Control is primarily output-focused. It asks whether the actual material, component, assembly or completed work conforms to the specified requirement. Typical QC activities can include receiving checks, dimensional inspection, visual inspection, verification against drawings, documented hold or witness points, non-conformance controls and final release checks.
The two are strongest when they work together. QA creates the framework that makes consistent quality possible; QC provides evidence that the required output has been achieved. A project with extensive inspection but weak process control may repeatedly find defects. A project with strong procedures but little verification may assume the procedure produced the correct result without sufficient evidence.
ISO 9001 is a quality management system standard. It provides a framework for organisations to establish, control, monitor and continually improve the processes used to meet customer and applicable requirements. Importantly, ISO 9001 certification is not the same as product certification and it does not mean that an external auditor inspects every water tank before delivery.
Its value is in the management system behind the product: controlled information, defined responsibilities, competence, operational planning, monitoring, corrective action and continual improvement. For a client, this should translate into a more disciplined and auditable way of working, provided that the management system is actively applied to the project rather than treated as a certificate on the wall.
Project teams should therefore ask how the supplier’s quality system appears in practical project activities. Where are drawings controlled? How are changes authorised? What happens if a component fails inspection? What records demonstrate that required checks were completed? Those questions reveal far more than the certificate alone.
Quality and safety are closely connected during project delivery. ISO 45001 provides a framework for occupational health and safety management, including hazard identification, risk assessment, responsibilities, worker participation, operational controls and continual improvement.
ISO 45001 does not guarantee that an incident can never occur. Rather, it requires a structured management approach to identifying and controlling occupational health and safety risks. On a tank project, that can influence planning before mobilisation, installation methodology, competence, risk assessments, method statements, supervision and how changing site conditions are managed.
For clients and principal contractors, the benefit is that SHEQ should be integrated into how work is planned and executed rather than added after the programme has already been decided.
The quality chain begins with correct project information. Capacity, stored liquid, design conditions, nozzles, fittings, access requirements, foundation interfaces, corrosion environment and relevant project standards can all influence the final tank configuration.
Once those requirements are defined, approved drawings and specifications become the controlled basis for manufacture. Production should then work from the correct revision, while inspection criteria provide measurable checks against that information. Changes should be authorised and communicated rather than made informally on the shop floor or site.
This is why early technical engagement matters. A drawing error, omitted connection or incorrectly understood design requirement is cheaper to resolve before steel is processed than after a tank is packed, shipped or erected. Quality planning is therefore also programme and cost-risk management.

Project teams often use the word ‘quality’ to describe several different questions. Product quality asks whether the component or finished tank meets the defined technical requirements. Process quality asks whether the work was completed through controlled and repeatable methods. Compliance asks whether applicable client, contractual, statutory or recognised standard requirements have been satisfied.
These areas overlap, but one does not automatically prove the others. A component can be dimensionally correct even if the record showing how it was checked is missing. A well-documented process can still produce a non-conforming item that must be identified and corrected. A product can meet an internal specification while a project-specific compliance requirement has been overlooked.
Strong project quality management makes these distinctions visible and closes the gaps between them.
